| California has been ground zero in the war between over paid state employees unions and government budgetary concerns and Governor Arnold Schwarzenegger has leveled yet another salvo in that battle by again ordering more furloughs for state workers. After ending the previous program to furlough 200,000 state workers the Governor has introduced a scaled back plan after the state controller reported that state accounts would be in the red by October. | Gov. Arnold Schwarzenegger has appointed Natural Resources Defense Council western director Felicia Marcus to the Delta Stewardship Council. The seven-member panel, created as part of the 2009 water policy package, is tasked with crafting and implementing a plan for the future management of Sacramento-San Joaquin Delta. Marcus, a former EPA administrator and Los Angeles Board of Public Works commissioner, replaces another Schwarzenegger pick, Richard Roos-Collins. Roos-Collins, an attorney for the Natural Heritage Institute, resigned earlier this month after his nomination was opposed by environmental groups. |

| Governor Schwarzenegger of California on Wednesday ordered furloughs for 156,000 of the states 237,000 employees. The estimated savings from these furloughs is $150,000,000 per month only $80,000,000 of which comes from savings in general revenue a drop in the bucket compared to the overall state deficit which stands at $19,000,000,000. If the furloughs were permanent, the annual savings to the State of California would be $1,200,000,000, which means that it would take over 15 years of furloughs to close the state budget deficit.
